Beating EoW/BoC Isn't Necessary
It happened actually this: I haven't fought the Brain of Cthulhu and I have all defeated the Mechanical Bosses, Plantera and Golem. I haven't crafted any Blody Spine, even I just broke two Crimson Hearts. Also I created a new world and went to Underworld for checking if it's a bug, just after five mins I saw a Voodoo Demon and on this world the first boss I defeated was Wall of Flesh. So it seems to we don't have to defeat BoC/EoW to spawning of Voodo Demons. The first world was a Small Crimson world(Normal mode) and checking world was a Small Corrupt world(Expert mode). I have the latest version(1.3.0.8) on Steam and I will keep trying other world sizes and then remove this sentence (Note: Since 1.3, beating the Eater of Worlds or Brain of Cthulhu is required for the Voodoo Demon to spawn in the Underworld.)
